Job costing

Job costing
Singapore Consulting is an engineering consulting firm. It employs 40 professional engineers, and 10 administrative and support staff. The
firm regards each customer as a job. It keeps track of all salaries, overhead costs and travel expenses incurred by its employees.
Employees are required to complete a weekly time-sheet showing the amount of time they spent on each customer’s account, and the expenses that
they incurred. The time-sheets also show how much time was spent on what the firm calls “non-chargeable costs” such as general administration
and idle time between jobs. The hourly cost of employee time is based on the annual salary, and a 2000-hour working year.
The firm applied overhead at the predetermined overhead rate of 60% of direct (actual) salary cost.
The firm’s CEO had produced the following estimates for 2017:
Salaries of professional staff
$1,188,000
Salaries of support personnel
121,000
Rent, utilities and other costs not directly billable to customers (or jobs)
565,000
In the first week of Jan 2017, three employees worked on a job for Samsung Electric. Their time and expenses are listed below:
Employee Hrs on Customer’s business Expenses
Peter Young
36 $360
Carolyn Leung
29 185
Bobo Choi

As a junior engineer, Peter Young earned $23,500 per year. Carolyn Leung earned $38,200 as a senior engineer, whilst Bobo Choi earned $47,300
as a supervisor. Peter’s and Carolyn’s “expenses” referred to travel undertaken on the Samsung Electric job.
Singapore Consulting invoices its customers for actual (traceable) expenses (like travel), and charges customers twice the hourly salary cost
of employees’ work. The CEO expected20% of the salaries of the professional staff, and 50% of the administrative and support staff to be
“non-chargeable”. He considered non-chargeable time as part of overhead. (Note the estimated overhead cost of $565,000 for 2015 does not
include this salary cost. It is included in the salary figures for each category of employee.)
Required:
1.1) Compute the cost of work done for Samsung Electric in the first week of 2017.
(4 marks)
1.2) For this part, assume that the actual overhead cost incurred by the firm is the same as the budgeted overhead cost for 2017. Also, assume
that the budgeted salaries for professional staff and support personnel given in the case-facts, are the same as the actual costs in 2017.
i) Calculate the difference between the actual o/h costs incurred, and the amount of overhead applied to all jobs by the firm in the year
2017.
(3.5 marks)
(Hint: only details of one job (i.e. Samsung Electric) have been given in the case facts. However, the case-facts have provided the overhead
rate which should enable you to calculate the overhead that the firm would apply to all jobs undertaken in 2017).
ii) Based on (i) above, state whether the firm is employing an actual or normal cost-management system. Explain reasons for your choice.
(2.5 marks)
iii) Explain why the difference that you calculated in (i) above occurred. Your explanation should be in the context of the firm’s cost-
management system (identified in (ii) above).
(4 marks)
1.3) Is the actual or normal cost-management system a better system? Why? Explain in full.
(6 marks)
Total 20 marks
2) Weighted Average
The Tizer Drink Company manufactures a product (a drink cordial) that passes through three processing-departments: Mixing, Cooking and
Bottling.
In the Cooking department, materials are added at the end of the process. Conversion costs are incurred uniformly throughout the process.
During the month of June, the Cooking department received 30,000 units from the Mixing department. The transferred-in cost of the 30,000 units
was $139,800.
Costs added by Cooking during June included the following:
Direct materials $70,400
Direct labour $112,000
Overhead $51,200
On June 1, the Cooking department had 5,000 units in inventory that were 30% complete with respect to conversion costs. On June 30, 6,000
units were in inventory, one-third complete with respect to conversion costs. The costs associated with the 5,000 units in beginning inventory
were as follows:
Transferred-in $23,300
Direct labour $17,500
Overhead $8,000
Required:
a) Use the weighted average method to calculate the cost of production for units completed goods and ending WIP in the Cooking department as
at June 30.
(8.5 marks)
b) The job costing system specifically traces and allocates product costs to each job. Why is this approach not used in process costing?
Explain.
(5 marks)
c) Why is the concept of equivalent units used in process costing? Explain.
(1.5 marks)
(Total: 15 marks)

Create a Learning Solution

Create a Learning Solution
Your challenge for this course is to design a case-based learning solution for non-learning leaders wanting to understand learning theory.
•Intended Audience: any leader who wants to understand the role of learning in their organization and who does not have a background in
learning theory or instructional design •Technology Level: the solution needs to have simple low-tech elements to it such that a leader
without a computer could complete the course as easily as one with a computer. •Demonstrates design theory and practice: the solution must not
only cover content about learning theory and design but must demonstrate effective application of learning theory and practice. •Tools: MS
Word and PowerPoint will be sufficient for most designs and deliverables but should not be considered to be the only tools that may be used.
•Outcomes: the desired level of competency for your audience is that they “can justify learning solutions for development of their people and
their business.” You will need to break this down into more precise sub-components. Differences between how each person in class breaks down
the outcomes will be part of what gives each person’s solution uniqueness. •Length: the solution’s length is not defined for you other than to
say that, for leaders, the more concise a learning solution is, the more likely they are to attend and participate long enough to actually
learn something. •Deliverables: the required deliverables will be a design document (example design template is provided in Module 1, but is
not required) and examples of materials proposed in the design. You do not need to have the materials developed out to a final version.
However, you need a sampling that gives a clear picture of how you would deploy this class. If your design includes a participant manual and
an instructor manual, then you need a chapter of each. If your design includes slides for an instructor to use in delivering lesson content,
then you need enough examples of those slides to be able to “see” and “experience” the learning.

Is it possible for an individual's personality to change over the course of their life?

1. Is it possible for an individual's personality to change over the course of their life? Is it ever possible that someone's personality would stay the same their whole life? Explain your answer.
You are one of those middle children and your feelings aren't uncommon. I think Alfred Adler's birth order theory is fascinating. (Feist, Feist & Roberts, 2013) His theory is basically that the order of our birth affects our personality. For, example a first born child may feel he or she was "dethroned" by second child. They tend to be independent and responsible. They are the most responsible of the siblings. . .usually. Check out the chart at this site for more birth order http://www.adlerian.us/birthord.htm and this article for more information
about birth order http://www.medicinenet.com/script/main/art.asp?articlekey=51928 . As with any theory there are pros and cons. I have an interesting birth order as I am third/last born, only child (I was born more than 6 years after my brother) and the only girl.
http://www.healthofchildren.com/B/Birth-Order.html Also, you will note this chart states middle children, "May have trouble finding a place."
Feist, J., Feist, G., & Roberts, T. (2013). Theories of Personality (8th ed.). New York, NY: McGraw Hill.
2. What do you think about birth order? Do you have the characteristics stated in the chart? Why or why not?
3. What factors impact the development of an individual's personality? Which one of these factors has the most impact? Why?
Researchers have for years puzzled about why one person comes from a difficult background will have lots of self-respect, while others choose self-destructive behavior. You are such a good example of how someone with a difficult childhood can succeed. Unfortunately, sometimes it seems as though self-destructive behavior is chosen more often. Unfortunately, gangs serve as pseudo families for kids who aren't having their needs meet by parents. Even more unfortunate "role models" (gang leaders) exhibit behavior which models drug use and violence. I have a friend who lost his parents when he was 12. He felt abandoned and lost. He turned to a gang to meet his needs. From there it was a downward spiral to meth use and addiction. He associated love with the pain of loss. After that, anytime anyone expressed love toward him, he had to push them away. His self-respect was as low as it could get. Yet today he is a successful counselor.
4. We bring up the concept of causality vs. teleology (Feist, Feist & Roberts, 2013). How does this apply to my friend? Was his personality based on his past or what he perceived as his future? AND what might have caused him to change from a path of self destruction to a path of self actualization?
Course Book:
Feist, J., Feist, G., & Roberts, T. (2013). Theories of Personality (8th ed.). New York, NY: McGraw Hill.
5. Does your neighborhood affect your personality?
6. Do you agree with Freud's belief that people are motivated by things which they have little or no awareness? Why or why not?
7. How do you think Sigmund Freud would react to the more contemporary households of today - single parent, stay at home father, same sex parents, etc.?
8. What are the similarities and differences between Freud's and Jung's theories on personality? Which theory do you believe is more applicable? Why?

Assignment 2: Preparation for Generating a Policy Proposal

Assignment 2: Preparation for Generating a Policy Proposal
Assignment 2: Preparation for Generating a Policy Proposal Although some states and cities have passed laws to ban texting and using handheld phones while driving, there is no current law to ban all
cell phone use while driving. However, according to the National Safety Council (2009), 28 percent of all crashes—1.6 million per year—are
caused by cell phone use and texting by drivers. The mission of a new national nonprofit organization called FocusDriven, patterned after
Mothers Against Drunk Driving, is to make phone use while driving as illegal and socially unacceptable as drunk driving. US Transportation
Secretary Ray LaHood supports FocusDriven and its efforts.According to the Pittsburgh Post-Gazette, LaHood said that this movement would become "an army of people traveling the countryside" to push
for bans on cell-phone use and tough enforcement (Schmitz, 2010). As a political advocate interested in this issue, you will be writing a
policy proposal that utilizes the current research to propose a solution to the issue and submitting it in Module 5. Annotated Bibliography: Effect of Cell Phone Use Before you can write this proposal research, you will need to conduct initial research on the science behind this initiative. For this
assignment, use the Argosy University online library resources to locate research reports from peer-reviewed journals that discuss the effects
of cell phone use on vision, attention, perception, or memory. In selecting at least five research reports from peer-reviewed journals
relevant to the topic, make sure they address one or more of the following issues:• How do texting, handheld phones, and hands-free phones compare with each other in their effects on driving? • How do other, traditional distractions compare to cell phone use in their effects on driving (such as eating, attending to children,
talking to passengers, listening to music/news, etc.)? • Can cell phone use while driving be compared with drunk driving? Why or why not? • What other variables (such as age) can affect driving while using a cell phone? Based on your reading of the five articles, create an annotated bibliography for each of the five sources. Each annotation should consist of
the APA reference entry followed by a paragraph-long summary of the articles. In your summary, provide answers for the questions below. For
the last question, think about how the research results could be generalized to fit other environments or not be generalized. • Summarize the main ideas in the reference. What were they investigating? • How were the studies conducted? What was the sample size? Is it appropriate? • Were the studies conducted in the real world or was a simulated environment used? • How might these methodological considerations affect the research findings and the conclusions drawn from them? How does this article
fit in with your paper? How did it influence your own ideas about your paper? Your annotated bibliography should be at 3–4 pages in length.

Sof-A-Lounge Scenario
You really enjoy your job as the director of marketing at Sof-A-Logue.com, a personal e-communications company that is celebrating its 10-year anniversary this year. The anniversary of this social media communications company is so important that the executive management team has requested that you lead the marketing strategy portion of the strategic business plan this year, and include some celebratory branding elements to help continue to push Sof-A- Logue.com into the marketplace as an innovative, low-cost, quality service leader in communication technology. The name Sof-A-Logue evolved from the various personal communication applications that allow family and friends to stay connected from their home. The idea is essentially “dialoguing from your sofa,” in the comfort of your home. The company grew quickly through strategic acquisitions during the past five years. This rapid growth also led to an image problem in the marketplace. A recent survey showed that
although the company is successful, most prospective and current customers do not know the brand. Though the software is often located on their cell phones, computers, and other communication devices, they are unfamiliar with the brand name. Your company is now at a place where it needs to concentrate on organic growth to continue to build the brand and grow revenue. Organic growth means that a company builds its revenues by creating new products, increasing productivity, and growing sales. Therefore, organic growth will be the number- one business objective during the next five years, and brand recognition and awareness will be a number-one priority for the company and its new products.
New Product Launches to Celebrate Sof-A-Logue’s 10th Anniversary Aligned with the organic growth plan, the company is expanding its services to include three low-cost, personalized, downloadable software applications (apps) known as custom-logues. The three custom-logue apps that you will help market and launch this year include: Book-logues. This is a free e-book application that can be downloaded to an electronic reading device, cell phone, or computer with a low-cost annual subscription rate and has a full customized e-book library of classics, best- sellers, and newly released books. Read-a-logue. This is a free downloadable audio app; it is a cutting-edge technology that is downloadable to a car’s computer system, eliminating the hassle of checking out audio books at a library or purchasing them. A low-cost annual subscription fee entitles the user to a universal library of current and classic books in all genres. The secondary target market for this product is children’s stories, designed for parents to download to a personal media device allowing children to listen to stories while viewing pictures.
Coupon-a-logue. This is a low-cost coupon scanning program app that allows the user to download coupons from anywhere into a cell phone. It “dialogues” with merchant computers to add discounts to a special “free money” coupon savings account, which can eventually be automatically transferred to bank accounts. You have been with Sof-A-Logue.com since its inception, so you are attuned to the many changes that have taken place over a very exciting decade, and you are looking forward to the future. Today, you jotted down where the company stands and will use this information as a guide for starting to develop the marketing plan. You decide to use the company’s public relations boilerplate that is printed on all of its news releases as a starting point. You check out the company’s Web site under the tab “About Us: Sof-A-Logue.com At-a- Glance,” which reads: Sof-A-Logue.com is a premier social media company dedicated to enhancing the way customers converse in today’s wireless world and the virtual realities of staying in touch with friends and family by voice, text, picture, and e-mail. Sof-A-Logue.com has 5,000 employees worldwide and a regional headquarters center-of-excellence office in four global regions including the Americas, Asia Pacific, Europe, and the Middle East. With revenues approaching $5 billion, Sof-A-Logue.com continues to expand with a futuristic vision of personal and customized communications systems through strategic acquisition management and organic growth. The company growth slated for this year is centered in the Americas as changing technology offers new and cost-effective ways to reach more markets and customers. Your responsibility for this project is going to include the following: Building the Sof-A-Logue.com brand with a clear market value proposition Creating the plan’s product strategy Using customer segmentation systems to develop product customer profiles Developing hybrid marketing campaigns to position Sof-A-Logue.com as the number-one personal communications company Designing specific marketing programs for the three new custom-logue product launches this year.
Assignment
Managing a Marketing Project
When a company focuses on organic growth to build its revenues, scanning the competitive landscape is important to develop unique points of differentiation that make the product stand out. Understanding a company’s competition also helps the marketer shape the value proposition, or the reason why the target market should buy the product or service. In other words, why should a consumer buy your product?
You decide to meet with you marketing team to start brainstorming ideas for Sof-A-Log.com. Your team includes 3 branding managers, responsible for specific product lines; 2 graphic artists; 2 copywriters; 1 Web site developer; 1 market research analyst; and 1 advertising manager.
The First Meeting
To prepare for the meeting, it is important to introduce the new project to the team. The timeline to introduce the strategic marketing plan to the executive committee is short. Your team needs to research the market, the competition, and other background information to develop the strategy that will be presented to upper management.
Because some of the team members may be unfamiliar with basic marketing concepts, you will design a brief e-handout that can outline points of discussion for the meeting. The e-handout will define some basic marketing concepts as well as how you will apply them to Sof-A-Logue.com’s situation.
Part 1: Research for the E-Handout
Using company Web sites and articles from the library's full-text databases, research the current national marketing strategies of 2 like-sized competitors in Sof-A-Logue’s industry. • Provide a brief background of the companies and the industry in which they compete. • Describe the strategies used by each company. Be sure to apply concepts and theories from this and past graduate-level marketing courses. • Compare and contrast how each reaches its market. Provide solid research to back up the analysis. This section of the paper should be 2–3 pages in length and use research from the library's full-text databases and the company's Web site.
Part 2: Applying the Research • Based on your findings, provide an overview of a marketing strategy for Sof-A-Lounge.
Capitalize on niches, segments, target areas, or needs that have not been addressed by the original two competitors. • Also, analyze how the basic 4Ps of marketing link to Sof-A-Logue’s marketing options. • Include a description of the current marketing environment related to the social media communications market. This section of the paper must be based on research from the library's full-text databases. • Develop a situational analysis for Sof-A-Logue’s current business goals. This section of the paper should be 4–5 pages in length and use research from the library's full-text databases and the company's Web site.
Your assignment should contain a cover page, an abstract page, and a reference page, in addition to the body paragraphs. The body of the paper should be 6–8 pages in length, starting with a brief 1-paragraph introduction and ending with a short conclusion. The entire submission will be 9–13 pages in length.

Evidence – based practice

Evidence – based practice
Nurses practice their profession by using their knowledge. For a long time, nurses obtain most of their knowledge from experiences, rituals, customs, or they rely on information provided by nurses before them. It was realized that this way of acquiring knowledge is not always the best practice. According to the video by Laureate education (2012), it was not until the 1990's and beyond that evidence – based practice came into the picture. Evidence –based practice (EBP) is a way to approach creating a plan of care in which best evidence is used in conjunction with clinician's expertise and the patient's values and desires (Polit and Beck, 2017). A clinical experience I encounter that I believe is not evidence – based is the treatment of patients with major depressive disorder at my facility. The policy states that patients have stay out of their rooms and attend groups around the clock. They are not allowed to go to their rooms when they please, nor they are allowed to go outside for fresh air. This policy is counter to the needs of a depressed person. Not only do the patients are suffering from the side effects of antidepressant medications, but they also do not have any control over their environment. It is understood that being outside is good for everyone. In fact, according to Jordan (2015), Stanford researchers discovered that being in nature has positive effects in the human body and may reduce the risk of depression.
PICOT Question
In patients with major depressive disorder, what is the effect of allowing nature therapy along with medications compared to medications alone over one year?
The treatment of the mentally ill population has gone a long way and much work has been done to de-stigmatize this disease. Unfortunately, many treatment centers still have employees who are old schooled and do not want to change their way. Their excuse is: "We have always done it that way." According to Shaheen, Foo, &Luyt et. al (2011), one of the barriers to adopting evidence-based practice (EBP) is lack of time.
Staffs at my facility constantly have to work shorthanded. The rate of employee turnover is so high that the facility cannot hire people fast enough to replace the ones who are leaving. As a result, training on new policies and evidence – based practice is difficult to implement. To be able for staff to have time allotted for training on EBP, facility managements need to find out the reason why workers are leaving. They need to increase the hiring rate as well.

The marketing plan format is one that is utilized by major corporations all over the country. However, writing a comprehensive marketing plan is a difficult and challenging task, yet, the ability to write such a plan is critical to the development of a marketing manager and an organization. As you draw to the culmination of this course, apply all that you have learned to develop a comprehensive marketing plan.
Directions:
Identify a company you would like to use for this assignment. This should be an organization that you are familiar with, or have access to their information. You will complete a comprehensive marketing plan, which will include an analysis of their current market situation. In other words, ask yourself: Is the industry growing? What is the market share for the organization that they represent? Who is the dominant player in the marketplace? Remember, you will need to justify your approach using market research and data.
The second step in the process is the actual writing of the plan. Think about the following: What are the goals and objectives for the organization? What is the timing of the plan? What resources will be required to achieve the plan? What are the financial goals?
In your marketing plan, be sure to include the following sections:
Executive Summary and Table of Contents In the executive summary, make sure you address all the main goals and objectives of your plan. These goals and objectives need to be clear, measurable, and reasonable.
Situational Analysis A situational analysis presents a snapshot of the market in its current state by describing the company's products/services, target segments, distribution networks, and position of the products/services in the segment, along with competing offerings and relative positioning. It includes current and future assessment of the business conditions and challenges. Within your situational analysis, analyze all the following points:
Market summary SWOT analysis Competitor analysis Product offering Keys to success Critical issues Pricing Marketing Strategy The marketing strategy describes the planned direction and goals of the marketing activities, incorporating facts and assumptions about the market size, growth, and financial objectives. Think about the following questions: Where do you see your business going in the next 3-5 years? What is unique about your product portfolio? How will you tell the consumer about your products and unique value proposition? How will you stay connected to your target market’s needs and wants? How will you price your product? Within your market analysis, be sure to address the following:
Mission Marketing objectives Product positioning Marketing mix (4 Ps) Marketing research Financials The financials of the marketing plan describe a set of five-year revenue, cost, and profit projections for the marketing plan, including any initial startup costs, sales by channel and segment, and profit margins. Think about the following questions: How much do you plan to sell? What are your factory cost targets? What is your profit target by percent and dollar amount? Remember to include the following in your financials:
Sales Forecast Profit targets Controls The controls of the marketing plan describe the budget tactical activities for implementing the plan, as well performance benchmarks for each activity. These include pricing, product configuration, promotion, and distribution performance benchmarks, and plans for changing any of the parameters if performance measures are not met. They are in place to measure forecast and profit attainment. Forecasts should be reviewed monthly and quarterly. Secondly, a 12-month calendar should be developed to clearly target specific dates for product introductions and promotional activity.
Remember to include the following:
Milestones Implementations and timelines Summary The summary of the marketing plan should summarize the plan by summarizing the size and scope of the opportunity, and reiterating the STP (segmentation, targeting, positioning) and 4 P (product, price, place, promotion) elements of the plan. It should tell the reader that the plan is real, how you will win, and why it is worth pursuing as an organization (RRW). This section should be no longer than one page.
Remember to review the grading criteria as you write the plan to ensure you address all needed elements.
Use the grading criteria to guide your report. Make sure you include details within your analysis to support your ideas. Use proper grammar,
spelling, and APA style throughout. For more information on modeling the buying process, refer to your textbook.

CASE STUDY Boutique Hotels C urrently, there is no one definition of a boutique hotel; however, most people think of a boutique hotel as a small, upscale hotel with a hip environ-ment where the customers feel connected to the staff. The beauty of the boutique segment is that it provides a wide range of opportunity for devel-opers. Unlike the name implies, boutique prop-erties no longer have to be small to fit into the category; they can have hundreds of rooms. What hotels do need to have to enter into the expanding segment is panache, some roster of unique features, services, or amenities that sets them apart and easily confirms that sense of exclusivity upon guests by association. — Stefani C.
O’Connor, Executive News Editor, Hotel Business, 10/06 1 Even though people seem to disagree on the defi-nition of boutique hotels, most commentators agree that they have four major defining characteristics. First, as a general rule, boutique hotels put more emphasis on design and architecture than traditional chain hotels. 2 Incorporating cutting-edge design and décor and featuring celebrity architects and designers’ work, boutique hotels look very distinctive inside and outside. These interior and exterior designs create the “personality” or “identity” of each hotel. 3 For exam-ple, each guest room in Library Hotel in New York City has a different theme, such as romance and mu-sic. The goal of these hotels is to create a unique, intimate, and stylish environment that makes every single stay different, even for repeat guests. Boutique hotels try to entertain their guests by creating a theat-rical atmosphere that attracts all the senses though the use of design, color, lighting, aroma, and music. 4 The second common feature is superior personal service. 5 Intimacy and familiarity between hotel staff 1 Richard Miller and Kelli Washington, Hotels and Reports 2007, (Georgia: Richard K. Miller & Associates, 2007). 2 Lucienne Anhar, “The Definition of Boutique Hotels,” HVS In-ternational, December 13, 2001, January 29, 2008; http://www.hospitalitynet.org/news/4010409.print. 3 Jones Lang Lasalle Report. 4 Anhar, “The Definition of Boutique Hotels.” 5 Paula Drayton and Kristy Rodwell, “Boutique Hotels: An Australian Perspective,” September 2001, January 29, 2008; http://www.hotel-online.com/Trends/Andersen/2001_ BoutiquePerspective.html. and guests are emphasized; for example, a warm, caring attitude on the part of management and staff is encour-aged, and staff members acknowledge guests by name. 6 Also, boutique hotels are known to provide a higher quality and wider range of guest amenities; such hotel properties surpass the standard amenity set by provid-ing whimsical offerings such as stuffed goldfish, pillow menus, and complimentary candies and nuts. Technol-ogy is also widely used to enhance the cutting-edge design, fashionable image, and convenience. Every room has high-speed Internet access, a flat-screen TV, a DVD player, and other latest technological gadgets. 7 The third feature is the number of rooms. Most commentators agree that boutique hotels should not exceed 150 rooms to maintain the intimacy between the guests and the hotel staff, and the personalized attention by the staff. Recently, however, there seems to be no upper limit on the maximum number of rooms; for example, among properties operated by Ian Schrager, Paramount Hotel has 594 rooms, and Hudson Hotel has 821 rooms. 8 The last characteristic is the market that is at-tracted to boutique hotels. These hotels generally target customers who are in their early twenties to mid-fifties, in the mid- to upper-income brackets.
Also, these hotels’ corporate accounts include media, fashion, entertainment, and advertising companies that are attracted to the trendy design and lively atmosphere. 9 Although boutique hotels might vary in many aspects, they can be grouped into two types based on their location. 10 The first type is city destination hotels. These hotels are in urban edgy and chic neighborhoods in major cities like New York, London, San Francisco, and Miami.

Case Study for Contruction Management

Case Study for Contruction Management
Introduction:
Construction projects are complicated and involve various parties. It is very difficult to strike a balance between the interests of stakeholders and thus project management is very crucial to maintain a smooth project in terms of time, cost and quality. Disputes and conflicts are commonly seen when there is lack of management. The following scenario is a typical case in construction projects. Please read the case carefully and answer the questions. Being a project coordinator, Jeff Chan was a very hardworking staff and He came to site before eight o’clock every morning. The project was a public housing estate with five tower blocks in it. In the site formation stage, the soil level was about 2 metres higher than the designed formation level. There was a network of underground water drainage pipes and manholes below the designed ground level. The last manhole was positioned near to a corner of the site. The site agent, Albert Cheung, decided to construct it
before other site formation work. There was a connection pipe bridging the public manhole to the last manhole. So, there would be evacuation work on the road outside the site. This road, called L113G, was a private road during the time of construction but would be delivered to the public two months later. Jeff had been asked to monitor this part of work. He called upon a sub-contractor and toured around the scene with the subcontractor's representative, Simon Tsang, in asking him to estimate the price of the work.
Jeff was not informed about the expected completion date. Jeff, together with Simon, had a meeting with Albert on 5th May morning. In the meeting, they found that Albert was very busy with other works and always engaged in the phone. Albert just said, “It's very simple. You must finish the part of pipe between the public manhole and the site boundary before 5th June.” “But, there is lack of information on the facilities underground. Under such circumstances, I cannot give you an exact time and price.” Simon replied. In fact, Albert had got no information on hand but in order to exert pressure, he said, “OK, will you do this job? Or you need me to call your boss.”
“OK, OK…”, Simon replied.
Two days later, the evacuation work began. Jeff received a daily report from Simon, which records the number of workers for the job. Jeff believed Simon would use this data to claim the daily labour cost later, so he refused to sign the report.
Jeff had checked the number of workers everyday and he found that the number was smaller than that shown on the daily reports. He tried to contact Simon but failed.
On the 3rd day, Simon reported that there was a high-tension cable below the ground. The original evacuation area needs to be changed to avoid the obstacles. The job was hanged up. Jeff asked Albert to see the situation. The Architect, Tam, was called to the site. All agreed to change the position of the pipe. The new design began in the following day.
Four days later, Simon began to the next part of the evacuation work that lies between the site boundary and the designed last manhole within the site. Unfortunately, there were four old underground pipes (including town gas) in the area. The job was hanged up again. This was again followed with design change and re-excavation. At the end of the work, Simon has submitted a claim that far exceeds the budget!
Albert blamed Jeff for the delay and the cost.
Questions :
1. What are the reasons for the delay and escalated costs? Please analyze under the functions of management to explain the scenario.
2. Who should take the responsibility for the above? Please explain with suitable allocation of organizing, authority and delegation.
3. How can the delay and escalated costs be avoided? Please apply management skills to improve the situation.
