“All-Hazards Umbrella”

HAZARDS
In Chapter 2 of the Martin (2015, p. 33) text, the author indicates that within the context of DHS, the “All-Hazards Umbrella” contemplates both human contrived and natural hazards. For this discussion, you will consider DHS contingency plans for nuclear, chemical, radiological, and biological hazards. In addition, consider the role of intelligence as indicated in the assigned material from the Steiner (2015) text. Compare and contrast system response methods for between intelligence and DHS contingency plans for each of the foregoing hazards (nuclear, chemical, radiological, and biological) versus those utilized for intentional threats.
Consult Chapter 8 of the Martin (2015) text and Chapter 5 of the Steiner (2015) text. Differentiate risk of harm, from a homeland security standpoint, as between intentional threats versus natural hazards, and provide a rationale for your distinction. Finally, compare and contrast skills that are needed to resolve complex policy issues associated with prevention, preparedness, mitigation and recovery for intentional threats versus natural hazards.
