You must follow the decision paper guidance. (Provided in a separate document). I am also providing a decision paper sample as a go by for formatting.
You will write a Decision Paper (DP) on a Homeland Security topic (Must use the provided Reference only: See the REFRENCE Section). The paper must be carefully and concisely written, with good support for your position. The paper should not be more than 1,200 words in length (Arial font, size 12, double space).
Write a Decision Paper that provides two (2) options (given below) for Command, Control, Cooperation and Coordination (C4) necessary to achieve unity of effort (UoE) in a specific type of Defense Support of Civil Authorities (DSCA) event. The specified event would entail a no-notice or little-notice complex catastrophe that spans multiple states and involves forces from multiple services, components (Active Component, National Guard, Reserves) and status authorities (Titles 10, 32, etc), e.g., a major hurricane or earthquake.
Your paper’s options should involve DOD employing a Task Force (TF) commanded by a dual status commander (DSC), .i.e. Active component or National Guard component “commander” of the Task Force.
Your decision paper will address the advantages, disadvantages and risks for each of the following options:
1. One TF or similar organizational structure commanded by a single DSC.
2. One or more task forces or similar organizational structure(s) commanded by multiple DSCs. Clearly specify the command relationships.
Additional Guidance:
A well-written paper should:
• Make clear distinctions and use precise joint terminology regarding the various task organization relationships to include those involving various legal “authorities” (command vs. control vs. coordination, etc).
• Briefly demonstrate an appropriate appreciation for how the practical realities of certain actual task organizational relationships may often differ from what the governing laws authorize and therefore what commanders, or coordinators, may be able to practically employ in actual short term situations.
• Briefly address any suggested required attributes (experience, specialized training, component affiliation, etc) of the individual(s) selected to be the actual DSC/DSCs.
• Briefly, but clearly, outline the risks inherent in each option as well as what sort of measures should be taken by specific organizations to mitigate those risks. Use the Defense Risk Management Framework found on pp. 89-95 of the 2010 Quadrennial Defense Review to inform your analysis of risk.
Caution: There is NO need to go into detail (i.e., background) on Hurricane Katrina. Hurricane Katrina is only one EXAMPLE of the type of a little- to no-notice complex catastrophe resulting in establishment of DSC(s).
